The Gotham Organization has completed the first elevated concrete pour at The Bluffs, the 28-story residential tower planned for the former Clearwater City Hall site. The pour sets the stage for the tower's vertical construction, which is expected to begin later in September.
On Wednesday, Sept. 16, about 50 workers poured 430 cubic yards of concrete across the first section of the building's elevated deck. The section will form part of the lobby and front entrance.
The Bluffs is located at 100 and 150 S. Osceola Ave., overlooking Coachman Park on the downtown waterfront. The 630,000-square-foot mixed-use development will include 400 residential units, more than 10,000 square feet of retail space and 440 parking spaces.
"This pour represents an important shift for The Bluffs as the work that has been taking place below ground begins to take shape above it," said Matthew Picket, principal of acquisitions and development at Gotham, in a press release.
Work has moved steadily since The Bluffs broke ground in April. The project's primary mat foundations are complete, and caisson foundation work is about 95% finished.
"Reaching this point marks the transition from foundational work to the vertical structure that will begin defining The Bluffs," said Josh Mutchler, vice president of Moss' Tampa-based Mid-Florida Region, in a release. "A tremendous amount of planning and coordination has gone into reaching this point."
Gotham has more than 110 years of experience building and developing mixed-use properties in New York, including housing for low-, moderate- and middle-income residents in New York City. The company is now expanding its presence in Florida.
The Bluffs is being built by Moss Construction, which is also working on multiple projects throughout Tampa Bay.
With vertical construction expected to begin later this month, the tower is on track to reach its topping-out milestone in mid-July 2027 and be completed in summer 2028.
