The Tampa Bay Rays have released their first detailed look at the mixed-use neighborhood they are proposing to build around a new ballpark — a 100-acre development designed by Gensler and Populous that would be organized into four named districts and include roughly 400,000 square feet of retail, live entertainment venues, and dining, a 4-star convention hotel, residential units throughout, and a premium office complex with sky terraces and rooftop gardens.
The plan, shared by the team on social media, divides the site into Champions Quarter, Innovation Edge, The Canopy, and The Row. Innovation Edge would center on a reimagined Hillsborough College campus serving as the district's educational hub, with the broader site connected by pedestrian bridges and landscaped walkways — a design gesture that positions the proposal as a full neighborhood build-out rather than a stadium perimeter.
Gensler and Populous are credited with the master plan. Populous has designed major league ballparks across North America and brings stadium-scale site planning to the project; Gensler handles the broader urban design program. No tenant announcements accompanied the release, and the team did not disclose a project cost or public subsidy structure.
An independent economic analysis attached to the plan projects $55.5 billion in total economic impact over 30 years, 11,900 permanent new jobs, and approximately 10 million annual visitors. Neither the methodology nor the commissioning party for that analysis was disclosed in the team's release.
Rays CEO Ken Babby said Fortune 500 interest in the development is "real and growing," while acknowledging the team still has "more ground to cover" before the project advances. That framing places the proposal firmly in the negotiating phase — active, but without a signed agreement or formal approval in place.
The next signal to watch is whether the land-use and financing terms come into public view. Babby's comments suggest those conversations are happening; the Gensler-Populous renderings are the opening argument, not the closing one.
