The Fletcher District breaks ground Tuesday on 27 acres along N. 46th Street, carved from a 138-acre former golf course on USF's Tampa campus — the opening move in a $500 million public-private development that USF describes as the largest such deal in Florida State University System history.
The first phase includes 696 student housing beds, 150 market-rate apartments, a 150-room hotel with conference space, 60,000 square feet of retail and dining — including four to six restaurant concepts — and a 350,000-square-foot research building. All of it is planned for a fall 2028 opening, a year after USF's new on-campus stadium is scheduled to come online.
The financing breaks into two figures: roughly $270 million for the public-private residential, hospitality, and commercial components, and $225 million for the research facility. Hillsborough County has separately committed $24 million for road improvements and safety infrastructure around the site. The county's investment separates this from a purely campus-internal project — it signals that Hillsborough views the N. 46th Street corridor as infrastructure worth reinforcing in advance of the district's arrival, not just a university land-use question to absorb.
The 350,000-square-foot research building is the project's largest single component. Institutional research tenants tend to operate on long lease cycles and generate steady weekday foot traffic — the kind that sustains surrounding retail beyond the academic calendar rather than depending on it. Whether the four to six restaurant concepts and retail bays planned alongside can hold that baseline through summers and semester breaks is the operating question the district will need to answer after it opens.
